Raw complaint volume is not a fleet-normalized failure rate. The index ranks a survival-weighted age-adjusted complaint rate only within a same-segment, same-era cohort.
A flagged 2013 sedan was loud against other 2013 sedans. It says nothing about the badge's trucks, or its 2019s, or the model parked next to it.
